(2) yellow, countries with a fairly favorable <\/span><span class=\"NormalTextRun SCXW91319333 BCX0\">environment for cities and local authorities, but where certain elements need to be improved; (3) orange, countries where progress towards a favorable environment for cities and local authorities requires major reform efforts; The difficulty in translating the political will for decentralization of most States into legal and institutional arrangements favourable to the action of subnational governments shows the importance of continuing to advocate for the adoption and implementation of the decentralization policy.
