The main observations to be drawn from this report are as follows:
1. Despite the efforts made in a difficult and fragile context, the DRC has not been able to achieve the MDGs. The City Province of Kinshasa therefore shares the same assessment. The SDGs being the continuation of the MDGs implies that significant challenges remain.
2. The new agenda promotes universality, integration and inclusiveness. However, universality, which does not mean uniformity, does not prevent differentiations from being taken into account. Thus, each province, on the basis of objective criteria, is called upon to make arbitrations and maximize the synergies between the targets. This enables their integration into provincial, territorial and local policies with a view to bringing the SDGs to everyone.
3. The Post-2015 Agenda constitutes both an opportunity and a challenge for the DRC in general and the City Province of Kinshasa in particular. An opportunity insofar as this ambitious global program can serve as a catalyst for emergence. Especially by the fact that this Province city is the largest market in the country and in the sub-region. It can facilitate the regional integration of the
country. However, the context of City Province characterized in particular by a high rate of unemployment and the predominance of the informal economy are as many constraints likely to inhibit the efforts.
4. With regard to the City Province of Kinshasa, 100 targets are concerned by the prioritization exercise out of the 169 targets of the 17 SDGs. These 100 targets include the 43 means of implementation targets (12 of which do not apply to provinces), the 19 partnership targets (8 of which do not apply to provinces) and the two targets (14.6 and 14.7) which do not apply to developing countries.
5. The prioritized provincial package of SDG targets for the next quinquennium (2018-2022) includes 17 SDGs, 37 targets and 59 indicators. This figure does not take into account the targets relating to the implementation and the targets of SDG 17 on the partnership for the realization of the Agenda. It represents 37% of the 100 targets to be prioritized and 22% of the total targets of the 17 SDGs of the development agenda by 2030. The proportionate size of this package, which responds to the priorities of the province, is in harmony with the vision of the emergence of the country by 2030.
6. The implementation of the 2030 Agenda in the city-province of Kinshasa requires significant financial and technological resources. The total minimum investment required per year for the province of the City Province of Kinshasa is estimated at 12.97 billion USD for the five-year period 2019-2023.
7. To meet the financial challenge of the SDGs in the City-Province, Kinshasa must mobilize financial and technological resources efficiently.
